As for the trackpad, not turning on and off could be one of several things.
The BIOS may allow it to be controlled. If the BIOS were reset or had a battery issue, it could cause the setting to be altered to "always on" or something like that.
There may be a keyboard combination that turns it on and off at a hardware level.
Windows might be corrupted and needs some basic work to fix the driver.
If you can't find a hardware solution and want to go the software route for a driver:
1. As with just about every Windows problem, make sure the hard drive isn't causing the issue... chkdsk c: /r at a command prompt.
2. Find the manufacturer's website and download the driver then reinstall it. Choose to overwrite the old drive if it is an option
