To my understanding of the situation, they have even more dangerous versions that'll actually mutilate a guy and rip him apart when he tries to pull back. Let's suppose the case that these get incredibly popular in Africa.. I imagine at first it'll lower the number of rapes, as the male hedonistic rapists are like wtf is this shit. And then it'll just become common practice to rip them out before the deed.
As to the point you have to already be raped for this to be effective, that is true, but news will spread and it'll become a deterrant. Just like you have to already commit a crime before you go to jail, but once people learn about the fact they can go to jail (or in this case have their penises wrapped by some crazy condom with teeth) they'll be less inclined to do it.
They may be right though that this will get some women killed.
