Copies can be imported or acquired through *ahem* other means. I already have my copy, and it's just as awesome as the first game is. I've been playing it, got up to the "Detective Arino" game, and have realised that my extremely rudimentary knowledge of Japanese won't get me far.
By the way, GameCenter CX's (the TV show the Japanese games are based off of) host, Arino, has seen the American localization of the first game. He said he likes the localization, and wants XSeed to hurry up with localizing the second game. So, I presume we'll be getting Retro Game Challenge 2 either later in the year, or early next year (assuming the first game sells enough for XSeed to justify the sequel).
As for the game itself, GM Arino looks rather badass now-
As well as that, other improvements include-
Different consoles (as well as the Famicom from the first game, you get games for a handheld console, and one 16-bit title)
The ability to skip challenges (using the phone)
You can turn off Arino's voice (though his voice in the Japanese version is pretty decent, so I haven't done that yet)
along with a ton of other stuff I really don't know enough to tell you about.
