Why do they always make bail such a high price? Why don't they just say no bail?

Because of that friggin Constitution.
Bail is supposed to be a way of ensuring the accused shows up for their court date. If they don't, they're out the money. Denying bail is only used in cases where the judge thinks -no- amount of money would entice the person to come back to court, or when letting the person go would be dangerous to society...in that case, they guarantee the guy shows up for court by holding him in jail. People are usually only held without bail for the most serious crimes, and statutory rape apparently doesn't count yet. Holding people without bond without reasonable cause violates the 8th amendment.
However, what a judge -can- do is set bail so high it's unlikely the person will make it. So long as they don't go completely ass-bonkers with it ("Simple assault? I set bail at 50 million dollars."), it's legal. Hell, judges can even set bail based upon how rich the defendant is...if they think 50K isn't significant enough to the guy who has $200 million in liquid assets to work with, he can crank it up higher simply because the guy is rich.
Oh, no matter what happens when they do show up, they get their bail back. Not everyone knows that.
If I were in charge, though, bail would not be part of these guy's experience in custody. A pair of pinking shears would be.
