Actually, it's from Professor Rapenstein's Wonderful Rape-o-torium, a children's show about a mysterious Tokyo professor.
The show teaches kids about math, botany, language, colors, and a wide variety of other subjects.

As funny as that is I wouldn't be suprised if there a show in Japan with that exact same outline.
