I think most would agree that there really is only one theme that could conceivably be called the Zelda theme, which is the original game's overworld theme, and I'm pretty sure it doesn't appear whatsoever in OoT.
It is in there as much as Crockett's Theme is in the Miami Vice movie.

EDIT: JRA the only thing I would tell you about the medalians vs spells or rods vs arrows is if they put those things in the game it wouldn't be very original. If anything the only major flaw I could figure is how annoying it is to get the Ice Arrows.

I'll have to disagree as it is technically an arrangement. Sort of how The Lonely Man theme is in the new Hulk. Not a full rendition, but it's there.

It's a call-back to a single phrase--I think it's a fair argument to say that that doesn't amount to an "arrangement". If it did, couldn't you say the entire Star Wars soundtrack is just arrangements of the same 1 or 2 songs?. And actually, it's not even the full phrase as it ends (downbeat of 2nd measure) on a different note interval (I could be wrong, don't want to look it up now).
Anyway, I think we can agree that in the context of the original complainer's intended meaning, the song is in fact not featured in the game.
