The most logical reason is other people that live at his house like these forums. It doesn't necessary mean he has created those account other people that live in his house and use his computer could have.

on this other forum i used to attend, before it became a porn link repository, we had several different PC's in my home and several different people attended the same forum. so we all had the same IP but it was different people.
granted, we all dont talk like retards ('cept me) so it was very easy to distinguish one from another
