I imagine he means the stereotypical lisp and super effeminate mannerisms, like Buddy Cole from Kids in the Hall or the character John Waters voiced on The Simpsons. Or Big Gay Al from South Park. Or Chris Crocker. Or that super gay guy from Queer Eye.
First of all, not all gay people talk like that. Raymond Burr, the actor who played Perry Mason, was gay. So is Sir Ian McKellan. Christopher Walken is rumored to be gay as well.
As to why they do it, it's for attention. Gays were persecuted and forced into the closet for so many years, so some of them purposedly act as gay as possible because gayness is their legal right and they want everyone know just how gay they are. There is also a faction within the gay community that loathes this behavior. They feel that such people turn homosexuality into a punchline and undermine the basic LGBT goals of respect and acceptance. They refer to these stereotypical gays as "faggots", and they hate them more than any redneck ever could.

There is a movement within the gay community called Bears that entirely rejects those effeminate mannerisms and emphasizes masculinity, partially because they think it turns being gay into a joke, partially out of personal preference.

Yeah, yeah, I know all gay guys don't talk like that. The reason I brought it up was I caught part of this show about home renovation, and the house that was being renovated belonged to two gay guys who did talk 'like that'.

they probably picked those two guys because that gay loud flamboyant style is considered more charismatic, thus garnering a larger tv audience. at least, thats my theory. i could be totally wrong on this.

from what I understand, this is pretty much on target. It's like when you finally start drinking beer. You weren't allowed to do it, so when you finally start doing it, a lot of people tend to go overboard at first... To gay men it's probably the excitement, or feeling of freedom from being able to openly be themselves, so they tend to go a bit overboard. I would also assume that it's cultural as well. A lot of my friends share a similar vernacular simply because we're around each other a lot and certain terms catch on amongst us. It may also be for identification purposes. You know to let other gay dudes know your on the same team.
