like 10 years ago or so i went to a birthday at an arcade and i played this interesting fighting game. all i remember is i selected a character with fist/claw type weapons. The only move i pulled off was this weird jump where the guy sorta flipped upside down or something and floated across the screen attacking down. i got really far abusing this move. i begged my parents to take me back and they did and the game was gone  . it was pretty cartoony and i remember the guy i chose was sorta blueish with an eastern european background maybe? thats all i remember.

nope. im quite positive no mask was involved. and the game was much older. but not too much older.

This coming from the Mugen guy, where he probably has one inch characters and others that take up half the screen!

good sir, I flat out REFUSE to have mini/pocket/chibi cahracters in my mugen for that exact reason.
I do have enormous guys though.
edit - ok that's a lie. every now and then I'll download a tiny guy because of the novelty, like richter belmont. I usually end up fucking with their scale though to make them the right size and fucking the whole character up though.

That's a very vague description, but it sounds like it could be Martial Champion. I do remember a blue freaky guy with claws, and I think he had a move like that.
Seriously, though, "had guy with claws" could have described pretty much any of the Street Fighter ripoffs of the time.
