Apparently. My question is; why now? The first one came out before the last ice age and wasn't exactly a blockbuster if I remember correctly. So what made some studio exec say "Yes, yes, this is the perfect time for another Mr. Bean movie!"

That's every summer.
Well, Mr.Bean may not be popular here, but he's insanely popular in the UK. By the time the 1st Mr.Bean movie was released here, it had already been hugely successful in the UK and the rest of Europe, and the money made here in North America was just extra profit.
The movie grossed over $230 million globally on a budget estimated at $22 million.
So, yes, it definately was a blockbuster.
The second movie, "Mr. Bean's Holliday" has already been released overseas, and so far has grossed $183,956,926. (According to IMDB.com)

I also believe that this is a European movie from start to finish unlike Hollywood's "Bean". That also means it should be a much more Bean-like movie.

The first one was just all the jokes from the shows rehashed in movie form. Hopefully there will be new material this time.

I had forgotten all about him til I saw the trailer the other day. Dunno if I'll see it in theaters, but I'll definitely catch it OnDemand.

I wasn't talking about in the UK, obviously everybody loves him there. Also, I wasn't aware this was a straight up import from the UK which would indeed make it better I'm sure. So it's not so much of a "now is the time for a new Mr. Bean movie" as it is "now is the time to bring over a movie we don't have to do any work for and hope it nets us a few extra bucks" decision.

Exactly, but that's nothing new for the good ole US of A. And thank God we import movies, dub them with terrible voice actors, and replace the score with a rap soundtrack!!! SWEET! Black Mask is on TV! 
*The above will not happen to Mr. Bean's Holiday... Or at least I hope not.

My chemistry teacher showed us some episodes of Mr. Bean in 8th grade, and they were damn funny.

Taking that one step further, I seem to recall seeing a random martial arts movie that was dubbed by famous rap artists. As in, the actors' voices, not just the music. Bizarre, but a clever gimmick.

I believe the name of the movie was Volcano High. You should watch it, it was pretty good for what it was.

The original Mad Max was dubbed for its US release. Oddly enough, none of the Aussie slang was changed.
