While reading up on the classics (i.e. Wikipedia) it was noted that Professor Moriarty was one of the first supervillains. So in conjunction with the ninja thread, who's your favorite supervillain and why? Or top five? Ten? A hundred!? Favorite supervillain that no else recognizes as a supervillain?
What makes a good super villain? Is it intelligence - being smarter than the protagonist? Strength? Vocabulary? The unrelenting commitment to never give up? Fashion sense? Or maybe you follow the 1989 Warner Bros. note that the villain is responsible for all the pain and misery in the life of the hero?
And what makes a lame super villain? Being a Nazi? Whining?

Ming the Merciless, Spike from Buffy, of course Darth Vader,...
but Khan from Trek is pretty damn good, as is any villain that quotes Moby Dick (or Shakespeare as is the case with Chang in Trek 6).
Also Scorpius from Farscape. Very devious and intelligent, and his goal is just, even if his methods are evil (ends justify the means).
Joker should probably be mentioned for how much of a twisted sadist he is.

Vegeta before he became a good guy.
Magneto just for old times sake. He is modeled loosely after Malcolm X.
And of course, the unforgettable Clubber Lang.

Dr. Evil - is by far my favorite, and I would rather watch an entire film with him instead of Austin Powers.
Wolfram & Hart - From Angel. An evil lawfirm that has been around since the dawn of time. And, like a true Supervillian, Angel never defeated them for good.
Cobra Commander - I just pretend that the movie never happened.
Q - From Star Trek. How do you defeat something that is all powerful?
The Emperor - From Star Wars.
Kane - Command & Conquer series.
I could probably think up about 50 more. I seem to root for the bad guys way more than the good guys in any given story.

Geese Howard from Fatal Fury was always cool, even if he was a bitch to play as in the later games. Rugal from KoF was cool, as well.
And, as Knyte mentioned, Dr. Evil is the man.

I completely agree.
In some story class I took a couple of years ago we were saying what our favorite villains were. For some reason, I was the only bonehead to be like: "Skeletor, Cobra Commander, Dr. Claw - those guys rocked!" Apparently the rest of the room thought one-dimensional cartoon villains were not a good thing.
But PLEASE give me a Dr. Drakken over The Color Purple's Mister any day. Although, Hannibal Lecter is still a friggin' badass.
