Yeah, some people have chosen to use the title of "super moderator" to make their dicks appear larger (or so that is my opinion)... others may think that those individuals are joking.
As for mods moderating other mods, it's perfectly normal. One person can easily get carried away and not realize that they're making an inappropriate comment... it's the same as when you write a paper for school and get someone else to proof read it.
