I always play through with a map of the overworld handy.

Last time I went through the game, I scoured the entire overworld, collecting everything I possibly could. Then I accessed Level 9, got as far in as I could, turned around and set off for Level 1. Every time I gained the ability to get a another item in the overworld, I got it before moving on to the next dungeon.

It has been over 20 years since I tried to ender the 9th labyrinth before completing the Triforce, so please excuse me if my memory isn't correct, but I was almost certain that you must present the entire Triforce you collect from the 8 other labyrinths in order to go through any of the 9th dungeon.

You can only go as far in as the second room until then.
