Chaos is immune to fear, but because of how immunities work in the game, "immune" means "1 in 256 chance of working". So you can get super lucky, get a Fear to work, and lower his morale to the point where he'll run away.
Not the only RPG where this little "guaranteed but not" thing comes into play. The "always hit" move in the first versions of Pokemon have a similar chance of missing.
I don't think so. That one actually auto-fails if the target has 300 or more HP, and is supposed to auto-hit if they have less than that. RUB, in theory, would work.
It's even possible with plain old white mages if you're manipulative enough.

I don't think I'll ever get around to trying this. I kind of wanted to try Satsui's solo black belt challenge from like a year ago, but still haven't gotten around to it.

Not a chance. That flaw in the immunities doesn't exist in FF IV. Plus, there is no Fear spell.
