Weird tech issue

Hey all, I recently bought a gently used 600w PSU on craigslist for $5. I'll admit, it was a bit of a gamble, but at five bucks, I figured it was worth a shot
Anyway, I've noticed that the this power supply will only function as long as my android phone is plugged in somewhere on my computer, and even then, my graphics card fails to run.
I understand there's probably nothing I can do to fix this, but I find it odd that it'll turn on only when my phone is plugged in. I know a few people nearby that would have equipment neccesary to fix it, should it be something as simple as a faulty wire somewhere, I'd just like your opinion on whether it's worth my time to try and fix it, and if it is, what the problem might be.

There are two components I will never buy used.

1. Power Supply
2. Motherboard

Unless it is physically represented, diagnosing one of these things is extremely difficult to do, this is especially true if you don't have a baseline of what it should act like in good working condition.

I would call the $5 investment a $5 learning experience. Go buy a new PSU.
