I couldnt figure out how to make the red and white thingys in Carnival Night Zone move up and down when I was a kid....it made me crazy.

Same here. I'm not sure why, though, as it was easy to do (once you knew how).

you hit up on the D-pad, then down. it took me a while to figure it out after I realized jumping didn't do shit.
