DC Vs. Marvel is coming out in Mugen. that's where most of these sprites are stolen from. The rest are from Marvel Vs. Capcom 3, which is also being made in mugen.

For the MUGEN-uninitiated, can you actually create distinct, standalone games with it, or is it only creating characters and stages to add?

Seeing as YouTube is blocked at work and all your post shows is a black box, I can only assume that the video is of you hanging out with people in real life, maybe even at a park or an arcade. Oh, how you wish it could be real...

A combination of both, actually, except you don't get to really program the game.

yes you can. every little aspect is editable. most people just choose not to.
in fact, if you want, I have an edited common file that makes the timings and gaeplay more like traditional fighitng games.
there's an R-Type sorty of game floating around called Babel Sword that was made in the mugen engine.
someone else made a lethal enforcers type of game somehow as well.

there's a big shit about htis vid in the mugen community, because g4 said on their TV show that it was a hack of marvel vs capcom or something.
I have that character if someoen wants it BTW.

I need to dust off my Mugen files and see what I even have for it, right now.
And, on another note. After watching to OP's video again, I noticed something. What in the hell, does the video's maker have against Cammy? She is getting her ass kicked in every 2 out of 3 scenes!
