I should know the answer to that, seeing as how I have almost all of the Sonic comics before #75...ish. I'm going to have to look it up. Damn you Tebor, for making me leave my couch.
Edit: She received it from a chest left to her after her mentor, Julaya, passed away. The chest also contained a map, which led to the rest of the storyline.
