This has become a bit of a fad in the web design world lately especially after the release of placekitten.

The idea is that when building a website or posting an image, you can use a placeholder to see what the page will look like around the image space before you actually create image file.

Is this faster / does it involve less steps than making a blank image with the desired height / width and hosting it somewhere like imageshack?

Why would you do that? You can simply access images from your computer.

It depends on how you design.

When I do design for other people I tend to push it up to a server. Without a placeholder I have a blank space and CSS that questions why I have a broken image link.

A space holder is also great when you want a visible image to give an idea as to what something would look like while showing the numerical value for its size.

This does not offer any benefit outside of web development as far as I can tell. For developers though, it offers a neat out from some common time wasters.
