There is hope for this new engine. Hopefully it will make good looking people, that are not nightmare fuel without mods.
I say there is hope because if you recall, Bethesda bought Id. Which means they have access to the guys who make great game engines. Id Tech 4 was fantastic. And, Id Tech 5 is looking awesome. (See images for Id's RAGE game coming soon.)
It's has already been confirmed that Elder Scrolls is not using Id Tech 5, due to limitations on map sizes, but that doesn't mean that when the Elder Scroll guys run into programming bumps they can't just call over John Carmack to come take a look at it.
It sounds pretty good to me, as long as it is well-implemented. Not sure if I like the idea of perks yet. The ones in Fallout 3 are pretty significant, and by the end of the game you can simply overwhelm your opponent. I hope there is a little bit of challenge to be found when you're at max level in Skyrim.

My guess is yes. We don't know any details about the game's new engine yet, but it would be cool if talking to people didn't stop time.

At any rate, I am looking forward to this game. I own Oblivion on the Xbox 360 and have a completely maxed-out character; so, while I'm glad we'll get a new leveling system, as opposed to going through the game in a similar manner, I'm hoping said system still has some degree of a 'difficulty curve' or mastery.

I'm personally hoping they drop the items leveling with you because it kinda ruined exploring for me. Why bother exploring at low levels when you'd just find rusty garbage? By the time you got to a level something decent might be found you already had the same stuff off a random bandit that you ran into on the way to explore. It would be nice to have there be decent items scattered around the world again that you might have to go into a hard dungeon to get, but would make it worth the effort.

I agree, the fact that random ass bandits had fucking glass armor and wanted to rob me for like 100 gold always stank up the immersion.

Yeah, the scaling equipment was kind of weird. However, there were some items that could be found at the same stats at any level, but this only helps the hardcore players who are researching every step of their game; new players usually won't find them right off the bat.
Don't hold me to it, but I think, from some articles I read in the past, the game is doing away with level scaling. I don't think the level up system will be quite as convoluted, either.
I'm excited for Skyrim to come out this year. My friends and I bought oblivion on it's release date and played it all the time until late 2010 when we completed every side-quest and just lost major interest.
I might be too optimistic but I hope Skyrim will surpass Oblivion in most aspects.

I have to admit that for Morrowind and Oblivion, I just turned the difficulty down real low and explored around. I had more fun just discovering places.

Bethesda has unleashed a new set of Elder Scrolls V: Skyrim details upon the public, providing information on its combat system. Admitting that the previous games felt like you were fighting with "chopsticks", the developer says that we'll be getting a deeper, more robust brawling experience this time.
The more I hear about this game, the more bloody excited I get. Check below for all the latest Intel:
Back pedal speed has been reduced to eliminate "hit & run" tactics. Stagger and balance have been added to create more dangerous attacks.
Simply holding up a shield is useless. You now need to time your blocks. You can also pull off a shield bash to stagger opponents. Can be attempted with two-handed weapons as well, but at a greater risk.
Flourish attacks appear for skillful kills, giving you a nice visual treat as you execute an enemy.
Some revealed combat Perks are critical strikes (swords), bleeding status (axes) and armor negation (maces).
Ranged combat makes arrows capable of higher damage, but also harder to find. Just one shot can potentially destroy an enemy, but you may only have one shot to make. Ranged warfare now seems to rely heavily on stealthy characters.
Stealth in Skyrim is a little deeper. Enemies don't suddenly move from passive to aggressive. There is now an interim "Alert" phase, so you'll have a chance to hide again and wait for them to forget about you.
Back attacks with daggers are highly dangerous, and a range of dagger Perks will lead to some truly badass assassins running around.
Magic in Skyrim will be inspired by BioShock's Plasmids, funnily enough. Magic and melee will be kept distinctly separate. You can have a magic spell in one hand and a sword in the other, but you can't just crack off fireballs while hack n' slashing.
Although the Mysticism school of magic has been removed and consumed by the other schools, each spell in the game is more flexible. You don't just shoot projectiles this time -- you can hold down the fire button for a stream of magic, place them down as traps, or dual-wield them for extra damage.
Each spell has been individually crafted, so you won't just get aesthetically different spells that act in exactly the same way. There is a possibility you'll be able to meld spells together to create new effects, but Bethesda has not yet decided.
Fights between mages will be similar to melee combat, where timing and skill is more important than throwing out fireballs and seeing how wins.
Ultimately, the aim of the combat is to make each fight feel like a life-or-death situation rather than a brainless hack festival.
I don't think there's much else I need to add, other than the fact that I'm rock solid right now.

I'm intrigued by the changes in the magic system. Using offensive magic in Oblivion never really interested me, aside from some supportive spells.
I am also hoping that Speechcraft or its equivalent is given a much more important role in the game; personally, I have not found them to be very beneficial in either Oblivion or Fallout 3.

The illusion will wear off the second you see their mouths move to speak and their dislocated jaw makes them look somewhat undead or disfigured.
I would love to see this issue solved with computer games.

Seriously, if this is even half as good as it looks, I may have found my new obsession for however long this game is supposed to take on a full play through x5.
The only thing I'm also hoping for is a hardcore mode like Fallout: NV's.
