Flood said Clarke watched Parminter get into the Jeep and head north, then pulled him over moments later at the U-Stop at 610 S. 10th St.

Clarke said Parminter smelled of alcohol, and he found a half-full can of Keystone Light in the center console of the Cherokee, according to Flood.

A preliminary breath test indicated Parminter's blood-alcohol content was 0.238 percent, almost three times the legal limit to drive, police said.

Parminter, 1738 S. 18th St., was arrested on suspicion of driving under the influence, fifth-offense; driving during a suspension; open container; and no proof of insurance.

Although Parminter was arrested Thursday on suspicion of a fifth-offense DUI, it's the latest in a string of eight drunken-driving-related arrests in Lincoln that began in 1981, records indicate.

I think after the fifth you should just be put in jail and/or put to the sword for the safety of the public. Clearly the message didn't get through the first 3 times and isn't getting through the 4th time. My guess is the 5th time will not be the charm either.

nebraska must have some pretty lax DUI laws if he is still out & about on his 4th one. 5th one now.

I think after five or six DUIs, you should probably be sterilized. And if you kill anyone while driving drunk, that should be a mandatory death sentence, with no chance to appeal.

Usually your 3rd or 4th DUI carries some jail time, and in this state, your 5th revokes your license permanently. My guess is he was out on bail.

lol jesus. Lincoln is a college town, make no mistake. Yes, it's the capital of Nebraska, but it is still a college town; the whole downtown area is just a huge string of bars. It's nuts.

I don't know much about the DUI laws in Nebraska actually, but they do take your license away on even just the first one. My cousin's husband was pulled over and booked for a DUI and lost his license for 90 days.

That said, I think the general rule of thumb is that unless you've caused damage or bodily harm, DUI punishments are relatively light.

Exactly. If you have over 3 DUI's, you should probably lose your privileges to even own a vehicle. Sounds tough and unfair, but too many people are killed by drunk drivers that have already had their license taken away.

I dunno about youse guys, but to buy any car I've had so far, I needed to show a driver's license.

I know this was Sarcasm, but yeah. I've always had to show mine.

Of course this would be costly to get started, but what if a system was implemented where you had to insert your License into the car for it to start?

If it's not Valid or expired. Doesn't turn on.

Of course, this wouldn't prevent someone from taking someone elses and using it, but eh.

After your first offense you're generally allowed to enroll in ARD (atleast in PA) which will expunge your DUI. However if you recieve another one within 10 years you can not do ARD again. I didn't read the case but it's possible the guy hasn't had them all in a row. In a recent amount of time. Typically after your 2nd DUI you are going to jail for a minimum of 30 days, and yes they are more lax if you get a DUI without harming anyone or causing an accident.

eh, im sure those who have had DUI's have driven drunk more than once. you get home safe once, and think you can do it again.

"last time i was way more fucked up than i am tonight. i'll be fine" and so on and so forth

also, you might not have a ride home, you might not have enough for a taxi, etc etc. all excuses, but i understand.

Well beating up Spider Man and terminally ill children is one thing, but operating a motor vehicle or heavy machinery is unforgivable.

Before I got mine, it was more of a lack of rational thought. You never really know how drunk you are until you are behind the wheel "focusing". I personally think .08 in most states is a little ridiculous. Only a single person in the courtroom had a BAC under .16. and he was a minor. Your fines are also assessed by how high your BAC is so your almost garunteed to be fined super heavy if you are picked up for DUI. Most .08's can pass the sobriety tests as can .10's and they can also fight the DUI and win a majority of the time. Us .16's and higher are screwed though unless your stopped by improper means.
