What exactly can they charge this guy with? Stealing plastic?
And if he cashes them in is he stealing money? All the casino does is pay massive amounts of money for pieces of plastic, so is it stealing if he's pawning off stolen goods?

I think I read the Casino saying that the loss is expected to be 20-25K. The small chips will be impossible to trace, but the large ones will be difficult to cash in. Figure if anyone is trying to cash in a 10K chip and there's no video of them playing at a table up to that point, flags will be thrown.

Hmmm, well, it's not like the chips are on fire and are going to melt. What I would do is cash in the small chips and throw the biggies in a safety deposit box for a good year or so. People forget shit, the casino won't, but people will. So, after the long wait, selling them to unsuspecting gamblers at a fraction of the value would be a more viable option. Will a criminal have that kind of patience? Who knows. I honestly think that if this robbery is possible, washing the chips would be too.

Isn't that kind of like saying you're charging a guy who steals $1,000 in cash with "stealing paper"?

The chips are just like a dollar bill - the value doesn't derive from the value of the chip, but the fact that it represents a promise by someone else to exchange it for the value printed on it.
