I ask, because I think it would be funny to rip a bunch of frames from a movie and load it into one of those, but only if it can go fast enough.

Technical answer about SD technology:

Each model of SD card is built to certain specifications, but not all are equal.

First of all, there are 3 major types of SD cards.

SD
SDHC
SDXC

SDXC is new, so as best as I can tell, it is irrelevant to picture frames.

SD devices cannot read SDHC cards, however SDHC devices can read SD cards so you would need to make sure that the picture frame reader could read SDHC cards.

On the retail market there are a few SDHC cards that are 200x rated, or 30MB/s transfer capable.

To stream HD video you only need 3-4 Mbit/s.

So SD cards are more than capable of handling your images.

Non Technical Answer:
They sell digital frames that can play movies... it would be easier to just capture the frames, slap them together in Windows Movie Maker, and push that as a movie on an SD card.

I just think it would be funny to have a picture frame with Hogan bodyslamming Andre on loop.

Probably, but he means he wants basically an animated gif that he can hang on the wall.

If I can get the clip on Youtube, I can download it, drop frames, and convert it to whatever format he wants.

I guess you could get a flatscreen monitor hook it up to a crappy pc and have it zoomed in on the gif in question, hang the monitor in a frame and hid the cords maybe? Huge waste of time as a work around though.

The fastest I've seen is five seconds per picture. Any more would probably be murder on the card and display over extended periods of time.

I'm not a bad enough dude, but I am an edgy little shit. I'll do what I can.
