I do not see "funny" there.
Comic strips are a medium like any other and can be comedic or dramatic, funny or serious, subtle or blatant, smart or stupid, and anywhere in between.

Family Circus has a sort of heartwarming, "Ain't kids cute?" vibe going for it that doesn't appeal to everyone, and yeah, I'd agree half the time it's not really "funny". But it doesn't have to be.

I'd say it's more of a "heartwarming" ain't kids retarded vibe.
