I just looked it up. The first few seasons, which originally aired from 1987-1990, where what's known as "first-run syndication", meaning they were produced to be aired by whoever wanted to pay to air them. The next several seasons, which ran from 1990-1996, were broadcast as part of the CBS Saturday Morning Cartoon line-up, then made their way into syndication.

If you saw them on your local ABC or FOX affliate, they were syndicated.
