Tthe movie I'm thinking of was about this guy who would kidnap people and sexually assault and torture them. He would usually sew their mouths shut and put needles in them. He is eventually caught after he he kidnaps this cop's teenage daughter and her friend. The friend accidently gets killed. Anyways, the guy goes to jail and reforms while there and is released. He tries to be a good person, but some people attack him and leave him for dead. He reverts back to his sadistic ways and goes on a rampage again, only to this time be killed by the cop.

When I saw this when I was younger, I confused Robert Englund for Bob Peck for some reason, which made me hate his role in Jurassic Park because I thought he was in this piece of shit.

I love Dee Snider, so I knew the answer as soon as I saw your question. He is cool as shit in person too.
I actually thought it was Dee Snider, but I wasn't sure and didn't want to throw someone in the wrong direction.
Also the scene with the two 100 year old people having sex was disturbing to say the least.

Strangeland is an awesome movie, and one I can say I have the distinction of finding out about (by randomly coming across it in Blockbuster, circa 1998ish) and finding out almost a decade later that other people had just recently seen it.
And if I recall correctly, there's a sequel to it coming.
