I just downloaded Perfect Dark from XBLA and when I attempted to run it, it told me there was an update to the game that had to be installed before I played. Didn't this game JUST come out? Damn you people, make things work right BEFORE you release them, please!

You don't need the update. You can actually play most games un-updated, but there won't be any online functionality such as multiplayer or stat tracking. On the other hand, there are a few games that are just fucking broken from release.

Is it really that big a deal? DL'ing the update and restarting the machine takes about 1 minute at the most.

It's just kinda pathetic that a game is released and there's almost immediately an update for it.
Also you'd figure that when you buy and download an XBLA that all updates would be included with it.
It's just a PITA for me because I live in a rural area with very unreliable internet connectivity. It was already too complicated just getting the game to download.

I can see how with a slow DL time it would be annoying, but the updates usually exist to correct bugs in the game. They're worthwhile in the end.

Most retail games have day 1 updates as well nowadays. I pretty much expect an update every time I'm playing a game for the first time, but honestly it only takes a few seconds and isn't that big of a deal. A lot of times these address issues related to multiplayer matchmaking, leader boards and achievements, not actual gameplay problems.
