Judging solely by the screen shot, it looks like the title in the center means there may be a 5th game in the series,

Actually from what I've heard on the gamefaqs boards it's just going to be a collection of the past four games. Of course I don't know how credible that is as a source but considering this: http://www.capcom.co.jp/rockman/zero/index.html I think it's going to be little more then an MMZ collection for the DS. While that actually sounds pretty cool it doesn't quite seem as cool as a fifth game would.

On a side note I found out that the Mega Man EXE/Starforce crossover is little more then an enhanced port of the first battle network with a mini-chapter for Starforce. Maybe the stories I've read aren't true but I just thought I'd tell you.

its just the four. the logo in the center clearly says rockman zero collection right on it.

i'd buy this in an instant. the gba versions are like 20 bucks each still.

I'm glad that I own all of them then. If they throw in some decent extras I might consider buying it just to own all four on one cartridge.

That's exactly correct. It's got about ten or fifteen minutes of new content. They didn't even remix the music.

From the Mega Man Network

Remember earlier, when Capcom said “We’ve already seen that you folks really want that Mega Man Zero collection and believe me, we’re listening”? Well, as it turns out, they weren’t kidding. We had a feeling they would announce Mega Man Zero Collection for a North American release, we just didn’t know when– or that it would be so soon.

Capcom has just made the announcement, revealing that the game is on track for a North American and European release this Summer. They boast all new modes in addition to the inclusion of the four games which sold over 500 thousand copies across the continent, but unfortunately, further details as to what these new modes include is not available.
