I honestly don't see how a game on the DS could be scary. Hell, I can't see any "horror" games being scary on a portable device.

There's a game called Moon made by the same guys who did Dementium and it's just as scary as that game (i.e. not at all).

Portables don't present themselves well for a horror genre (unless maybe presented as a visual novel, which is actually one of the DS' strong points, but still...).
That being said, I was promised that Dementium was a really good horror game. Instead I got a good shooter that got boring really fast.

SH Origins provided a few good scares, especially if you played in the dark with headphones.

Which kinda shows how the Silent Hill series has declined over the years.
The first two were capable of scaring you in broad daylight.

I'm not surprised that nobody has suggested this yet, it flew under pretty much all the radars...
Theresia. It's sort of a mix of an Etrian Odyssey style dungeon crawler and a Myst style point and click exploration game, but it's one of the few M rated DS games... and it shows you why it's M rated right off the bat. Rather disturbing, psychologically screwy, and... bloody. Very bloody.

Also, Dementia was pretty cool.
Not really quite into the "horror" genre but Trace Memory and Hotel Dusk: Room 215 are both decent mystery games that tend have a bit of a creepy atmosphere to them. Both games were developed by a company called Cing. Their latest effort, Again, comes out in March.
