Need help with Pokemon Emerald

I'm currently doing a low-level challenge in Pokemon Emerald (can't gain EXP from wild Pokemon, can't be over around 75% of a boss' lowest level Pokemon, etc.)
and now I'm stuck against Norman. I've never actually played Emerald before, so there's a good chance I missed some stuff that could help me.

Anyway, I'm stuck because I can't find a way to beat Vigoroth. He's really fast, and anything that manages to survive one of his attacks has a shitty moveset.
So, I'm asking the Pokemon veterans here about a way get past him. I can't use anything over level 20 though.

Try a Weedle or a Kakuna, those are the only two I ever use.
