Not exactly. It's a mod of a engine called "Beats of Rage". It's an engine used to make beat-em-ups along the same vein as Streets of Rage. It's similar to MUGEN, and if rumor has it, MUGEN characters can actually be used in BOR.
Basically, this is a fan game, and an elusive one at that

You mean the .psx format of sprites? I suppose that is a little convinient, especially if you try to make the same type of character in both games

.pcx is only used for palletes. sprite files are .sff or .sffv2 if you're using build 1.0.
regardless, you can't even use that. I mean you literally have to extract the individual sprites from the character. BOR requires a lot less as far as animations go, so it's not as tedious as it sounds.
