Fun Fact: The company is apparently based in Newton, MA, which is relatively close to here. The phone calls, however, come from am 800 number in South Carolina.

It doesn't have the standard information at the bottom of the screen including copyright, info, webmaster/owner, as well as it's way to flashy for a money site..

They look like a legit company...collections agencies are usually very aggressive, and sometimes get the wrong people in their quest to tear the nuts off of anyone who gets between them and their money. The phone number is probably a call center that forwards calls into the proper office. Just because it's real doesn't give them the right to be dicks, though.
He should demand written notice of the debt. Including who he originally owed it to. They have to provide that when asked. Once he receives it, he should follow the instructions to legally dispute it.
He should also ask them to stop calling...he'll probably have to do that in writing, however. If he does, they can't legally call him. They also can't legally call his place of business (at all) or anyone else about the debt. There's a few other laws about how debt collectors have to act, such as they're not allowed to lie, harass you, threaten to ruin your credit or get you fired, or threaten legal action they do not intend to take. Look them up.
If they refuse to do these things, odds are they are not legit. If they are...well, you can sue for damages, and let them know you fully intend to (YOU are allowed to lie about legal action you don't intend to take. Whether you do or not is up to you). Under NO circumstances give out any sort of personal info.
He may want to pay attention to this, however, and possibly pull a credit report. When people call you about debts you don't remember, it's a good sign that your identity may have been stolen.

The weird-ass moving bars on either side of the screen scream fake to me. Then again, I don't go to many "Credit Collection Service" sites, so who knows?

Well, here's the thing. Do you really want to just ignore it because "it seems fake", then find out you're being sued? And trust me, "I thought it wasn't real" isn't a defense in court.
Until you find out otherwise, I suggest taking it seriously.
As for the moving "WARNING" bars...collection agencies use some pretty nasty tactics to wear you down and get you to pay, one of which is "Scare the shit out of you".

I think it's actually legitimate, and I'll take care of it today. Well, I think it's totally bullshit, but technically I owe my old auto insurance people money (Even though they're absolute and complete fucktards)

That particular company doesn't have a great reputation on the interweb.
Want my advice?
Get a credit check done on yourself from a reputable company and find out who you really owe. Clear it up with a professional. Most of the time people who do mortgages are great with this stuff.
Also, did you know that cleaning up old debt doesn't really fix your credit very well? You need to slowly (but constantly) use credit cards regularly and zero the balances every month. This proves that you can handle credit.
Toxic credit is a second consideration to well behaved spending and regular payoffs.

I hate collection agencies. I have never had one come after me personally, but I was harassed constantly for years when they were looking for somebody else. I assume that person either gave a fake phone number, or it was assigned to her prior to me getting it. Every six months like clock work I would get calls from a collection agency for a person I never met. They typically called everyday for about a week, and I would tell them multiple times I had no idea who the hell she even was and to remove the phone number. After a week they would finally stop calling until another six months went by. This went on for years, but I usually tolerated it since it didn't really affect my life that much. I finally got fed up after about five years. At that point I was assigned to the midnight shift and I was being bothered while I was trying to sleep. At that point I played along to find out who this person owed money to and called that company directly to bitch them out and threaten a lawsuit if it continued. After that the collection agency calls finally stopped.

I wasn't gonna even go to that website. I have a letter from a collection agency that I've been meaning to address, so I'll just call whatever number is on that letter (Since it's a delinquent payment that I'm well aware of). If that doesn't sotp the phone calls, then the phone calls are a scam.

Here is why that is the wrong move.
At this point, your credit is fucked over by this incident. You might as well not pay the full amount and instead agree to a lesser amount.
How does this work?
Well, the company you owed the money to sold your debt to another company for about 1/5 or 1/10 of what you owe because they don't think they will ever see a penny from you.
Now this new company just bought your debt for 10 - 20% of that original value. Why would you pay them 100% of the value? Strike a deal and pay them 40% of the debt. They walk away with money, you walk away with less money spent. Not exactly win-win, but better than just "you lose".
Once again, you need to repair the damage done to your credit. You should seek the advice of someone who knows more than you on this topic, and it ain't me. If you want a phone number of someone, I am currently looking to buy a house and I know someone who could possibly help you out with getting your act together and fixing your shit up.

If the amount is small enough, definitely try and settle.
However, by paying the whole thing off, you can get it taken off your credit report, if you can get them to agree to it. If you settle, they won't do that for you.
If you're willing to give them money, remember you have a lot of negotiation power, particularly if it's a small debt. They're trying to harass and intimidate you into paying. Don't let them.

Honestly...if you can't pay a $200 back insurance bill, you probably can't afford a "professional".
Talk to them yourself, see what you can get, and if you don't like it, hold on to your money. They're the one that's losing out.

It's no where near $200, more like $60. I'm perfectly capable of paying it, but the canceled my insurance so I figured I didn't have to pay it. (They canceled it because they would send me my monthly bill every 2 or 3 months, and there was no option to view or pay my bill online so I couldn't pay without the bill in hand since it was a different amount each month)

You have to pay for the months you had the insurance. You shouldn't have to pay for the whole policy, of course.
If they're not sending out timely bills, that's a good reason to drop the company, but not really a good reason to not pay.
