Technically, you would write 245,942 with numerals and not words in an English paper*. In general context, any number that can't be written out in one or two words should be spelled out numerically. A minor note, but I'm sure someone will learn something.

Yea. In French, the comma (la virgule) and the decimal (le point) are used for opposite functions, but spaces between groups of three numbers are also common. Also, whereas in English you can either include or omit the serial comma, in French, it's not permitted. The serial comma is the last comma of a list, the one before the "and."

EDIT: If it's like that in Finland too, it may be a general European thing. At least Western Europe, at any rate.
