How I remember it:
Some time ago Syd made a lemonparty parody site. That pic was featured instead of the disgusting image featured on the real lemonparty. At some point, one of the mods or Syd decided to use it when they locked a thread. So now it's common practice.
So, the answer to your question of why it's used....well, why the hell not?

Basically, what Chrisby said.
There's no real reason as to why it's used for locked threads, other than I think it's funny and that it's important for forums to have their own in-jokes. Sort of like how the Parodius/TwinBee bell is used by posters to punctuate insults/ad-hominem attacks in their posts.
