I don't know what's canon these days, but in the original story, Dr. Wily co-built them, then stole them and repurposed them for his own evil ends.

The playthrough ends with the Queen getting blown to bits with firepower and no involvement of the Power Loader, and her remains sucked into space, though the close-up shot of her still depicts her whole.

In English, Wily and Light were partners and while Light "built" them, it's likely Wily had a hand in it. In Japan, they were rivals and Light built the first 8 by himself.
As far as I know, Wily didn't build the robots in 4 (Cossack did), 6 (he stole them from a robot tournament), 9 (more Light robots reprogrammed), or 10 (random robots run amok). He absolutely built the ones in 2, 7, and 8. He clearly had a hand in the robots in 5, though I'm not sure if he built them directly or just had Dark Man do it, but if your robots build robots, they're your robots too, right? 3, I'm not sure at all, but I think they were Light/Wily co-creations.

I could change the intro line from Wily's robots to Wily's minions, but creator or not, he stole them and reprogrammed them to do his bidding, which make them "Wily's robots" via possession regardless of whatever copyrights might be held on them by others.
If I walk into a mall with a knife and start stabbing at people, if I confess to using the knife, and if my fingerprints are the only ones found on the knife, then it's MY knife as far as anyone is concerned, even if I stole it.
