I'm not sure if I'm 100% right about this, but... I think I'm the reason the web client got banned. Apparently, our two bans were indeed connected... All because of a crazy mixup on DALnet's end. I was finally unbanned, and had this conversation in #operhelp...

So, any webclient users that want to still use it, use that exploits form. Here's the info you need:

Though, I think it'd be far easier to just say Screw the webclient, and find some other, better IRC client to use.
