IRC clients are usually boring. They show text. I mean... it is useful, but not entertaining.
So some guy as a research project decided that chat could be better. Microsoft Agreed and MS Chat 2.5 with Comic Chat was born.
Sadly MS realized that it didn't need to make chat into anything more in order to be profitable, so they ditched the idea. But the client built back then still exists as an IRC client.

How dumb are you? That WAS the IRC chat. He clearly showed you the exact same chat twice. GP logged in once through a regular IRC chat and once through the comic chat and talked to himself. Did you ever fucking read what he posted?

Ok dudes mellow the fuck out, its not like the worse question ever asked. To ANSWER your question, no this isn't meant to replace chat it's just an amusing way to go about chatting, and as it was it's the same chatroom so it's not going anywhere.
