I for one think there would be many different variables in this fight. For Hulk, he gets stronger when he gets angrier. But if the fight takes place in the Banks residence and Hulk makes fun of Phil's weight problem, Phil would throw him out of the front door with incredible ease.

But what do you guys think?

To tell you the truth, I would like to see them make such a comic. That would be quite amusing. I mean, after all, they have made a Hulk vs. Santa Claus.
