Let's assume someone came in here and made a...well, less than stellar first impression, thereby picking up a bad reputation.

They eventually get the hang of things, but they're having trouble overcoming their rep.

Would they be allowed to change their name unannounced, or come back under a new account and ditch the old one, in an attempt to start fresh?

I have no specific case in mind here, I'm just wondering.

I'm pretty sure that Syd wouldn't notice or look at IP logs if one account died and a new one started.

I never ratted out hacker when he debuted his new account; he felt the need to tell everyone that he was the former zelda_god.

As for name changes, all name changes are announced because they're impossible to hide anyway. When your name is changed, it changes the name on all your old posts and it does not change your joining date or post count. With a name change, someone's going to figure it out sooner or later, so it might as well be announced immediately.
