If you run it in an emulator (which you will have to do). You can take full Windows screenshots and crop them. Or if the emulator allows, it should snap them of just the game.
Once you have the screenshots, if you want to resize them smaller, you can use photoshop and choose to do a bicubic sharper to reduce the size of the image or bicubic smoother to enlarge.
Since there are a finite amount of pixels and you would be stretching the image across them during a resize, most likely you would want to run a smart blur filter to clean up any messy pixelation distortion.
Still, screenshots from a game that old should only be 320x240 px which may not even require resizing for you.
