I think this is legit. I've seen bears do crazier things and the mannerisms seems bear-like enough for being on skates. My friend suggested it could be CGI, who would spend the time making a CGI animation of something like this and try to show it off as being real. There again, maybe someone else found and thought it was real or something.

In any case, I'm not sure, but I think it's real.
