Eh, I don't know wrestlers outside of the WWF/E but ones that I remember having a short span on air were Earthquake and Typhoon and Yokozuna. Probably pretty well known, but whatever...

He had that "I could really kill you if I wanted to" vibe.
Human Tornado looks pretty fucking awesome. He played El Snowflake in Nacho Libre.
What about Damien Demento?
Or Ralphus who was with Chris Jericho and then was Norman Smiley's manager in the WCW hardcore division.

Yes, but he wasn't obscure. He was one half of one the greatest tagteams of all time, "Head Cheese".

Patriot acutally held a major title (WCW Tag Team Champion with Bagwell). He was pretty popular for a while. But he did only wrestle for less than a decade.
I thought about Akeem. Akeem was more of a gimmick of One Man Gang as he wasn't really regarded as different character (they actually had a story about OMG finding his roots or whatever).
Does anyone remember when Hardcore Holly first came to the WWE and he was called Thurman "Sparky" Plugg and then with no explanation, his name was changed to Bob "Spark Plug" Holly? I don't know if this would be more like Akeem/OMG or if he was supposed to be two different characters, or if was just an unexplained namechange that we weren't supposed to notice (there may have been an explanation, but I don't remember one).

With the exception of the Yeti and maybe Flash Funk, none of these guys are obscure.
They're obscure if you're going back and researching WWF and WCW on YouTube, but most of these guys were pretty high profile at the time. Papa Shango had a major feud with the Undertaker, and guys like Adam Bomb and Mortis were crowd favorites.

He was in a tag team with his brother Raymond (who became an announcer) managed by Jimmy Hart known as The Fabulous Rougeaus, then became The Mountie later on. And in '93, he teamed with Pierre (aka Jean Pierre Lafiette) forming The Quebecers, winning the WWF Tag Team Titles twice. And then went to WCW with him, forming the Amazing French Canadians.

The Mountie is a tough one. I would say that the fact that he held the IC title (albeit, only for two days) cements his place in WWE history. It also depends on whether or not you consider The Mountie as the same character as Quebecer Jacques. They did poke fun at The Mountie character with the theme song that mocked The Mountie's theme that says "We're not the Mounties."
The Mountie had a solid start and a good fued with Big Bossman. But once he won and then lost the IC title, he pretty much became a jobber. But The Quebecers were a pretty solid tag team.
Johnny Polo (Raven) might be considered an obscure character.
