My guess is that it got too hard to do.. The security systems on the consoles are much better. The programs themselves are much harder to modify...they're written by teams of people working for months, not whipped out by a single guy over a week. And people defending copyright are more aggressive nowadays too. It's probably not worth it.
Also, the licensing agreements are much more fair than Nintendo's agreement. It's just easier to work through the proper channels.
