Either Runescape or Adventure Quest.
Neopets is kind of like an RPG too. There's certainly a lot of level grinding anyway.
There's also Guild Wars. You have to pay to buy the game itself, but the online servers are all free, meaning there's no monthly fee.

Silk Road Online is pretty cool. It's free to play, but you can buy optional stuff from stores. Like a monkey! (Not kidding)

I've heard of two games, that some people think are okay, that free online.. ashIa is one game, and Last Chaos was the other... not sure how good they are, just heard about them.. free mmo games

i beta testes the game for a bit and its not free  although it was a solid mix of fps sailing and interesting combat.

What if all I want is a game that takes place in a giant city and all I have to do is go to clubs and talk to people like I was a sexual predator? Kinda like The Matrix Online, but free.
Wait, I can do that for free... In real life! To the clubs!!!
