I want to play it! Any idea if the Plutonium pack will run on XP? Damn it I want to shoot boars dressed as cops and give wads of cash to pixelated strippers!

And what do you think the Plutonium Pack contained? Possibly Duke Nukem 3d! I supposed I should have put 3d into the title 
I only mentioned balls of steel because of that hilarious ventrillo harrasment clip where they used a Duke Nukem soundboard.

That's exactly it, you have wounded me, and I am leaving forever. 
But serially that's a neat link, I'm just not that interested in modding Duke (which that link appears to be about unless I am a complete retard) Just in playing Buying an old copy and playing it on my computer provided that it will run. I know that Mechwarrior 2 and all it's related expansion packs is really tempermental about running on anything over win95, and was guessing if it would be the same case for Duke Nukem (3d)

That eDuke thing is basically just a source port of Duke3d. What it does is interpret the original .GRP files from Duke3d (which contains all the game data and such) and lets you play natively in XP. It also has good multiplayer, I've beaten the entire game Co-op with pals, and played deathmatch. All is good with eDuke.
If you have your Duke3d disks still for the Atomic edition (which is just the normal campaign with the plutonium pack pre-installed along with it) you can just take the .GRP from there and use it with eDuke.
In regard to the modding aspect of the eDuke page, it's optional to play with a 3d model pack. I choose not to as I find the pixelicious graphics to be what I'm looking for, not some half assed 3d stuff in an attempt to update the game that was fine as-is.
If you wanna run older games that were meant for the Dos era, you should try Dosbox, or VDMsound. The main compatibility issues with those games is the sound card stuff, and with VDMsound you can emulate legacy cards in XP, with Dosbox you're emulating an entire dos machine.
