Totally Jeff, Frosty's hat can't even keep him from melting in warmer climates! Not that Jeff's can, but someone specifically made Frosty's hat with the purpose of animating a snowman, why not put a spell that keeps him below 32 degrees as well? Therefore, Frosty's hat, while magical, is stupid. It can't successfully carry out its goals, so Jeff's wins by default.
