Anybody know of any programs where you can record Japanese voices and translate them into English?

No, and I would think that if such technology existed (and it might idk) it would not be available for the public use for several, several years.

The only thing I can think of is using a text-to-speech program for Japanese users, and then running the text through Babelfish. It'll be a shitty translation, though.

You'd also have to take different dialects into account. Standard Japanese uses the word "omoshiroi" for "interesting," but the kensai-ben dialect from Osaka just uses "omoroi."
