This was indeed writen as a satire year ago. The author was trying to make a point on how people didn't know anything about hackers, and you could tell them anything and they would belive it. Everyone thought that hackers had strange "magical like" powers. The sad thing was that, even still today, most people only know anything about hackers through television and movies. (Johnny Neumonic, Hackers, Wargames, The Lawnmower Man, and now Die Hard 4.)
People don't realize that "hacking" is acually quite tedious and boring. It mostly crunching numbers and writing code. It's not putting on your VR gear and manipulating "Cyberspace" to hack into the Government to bring down civilization.

There was quite a stir about this when it was originally written. Because anyone who read it, had one of two reactions:
(If they knew anything about computers and their use.) - Laughed at it.
(Everyone Else.) - Believed it to be fact, and starting using it as a guide to keep an eye on thier kids.

I used to say that jokingly about Unreal Tournament 2004. I called it Sexual Predator Profiler 2004, and when you get a bunch of kills it goes "RRRRRRRAPIST", because clearly only a sex offender would practice that much at a violent game.
