No, it's because Waters assumed near-absolute creative control of the band and then made sure everyone knew it.
The insert for The Wall says
All Lyrics By Roger Waters in big letters and then underneath it mentions that "The Trial" was co-written by Bob Ezrin and that "Comfortably Numb" and "Hey You" were co-written by Gilmour.
And then there's The Final Cut which is billed as:
