There's at least one free one with Turbo CD support. The catch is that the menus were all in Japanese. Greeneyedzeke would remember what it's called, possibly. We were trying to play Rondo of Blood to work at one point.

It depends. If the emulator uses a system's internal BIOS, then it is illegal to make, own, or sell it, because such software has copyrights on it. You may recall BLEEM, the commercially released PSX emulator for the PC. It did not use a dump of the PSX BIOS, and thus it was able to persist for quite awhile. Of course, Sony kept dragged them to court anyway and eventually bankrupt the company that made it.
Of course, being illegal doesn't stop it from happening. There are sites out there who will burn every MAME ROM ever on to DVDs for you for like $40.

I'm lucky enough to have a turbo.
fuck yeah for legendary axe.
fuck yeah for bonk (even though the SNES version is so much better)
I would never pay for an emulator. If you're smart with torrent sites or IRC you can get anything for free.
fuck,i've got about 3000 dollars in music recording, editing, mastering programs on this computer alone. the cost? 50 bucks a month for ultra high speed:)

I got one of those sets, just because it was eaiser to pay $25 to obtain all of the LaserDisc games, and the CHDs that way, the hunting them down and downloading them in 1.2Mb chunks.

Yeah, I don't blame you.
I've thought about doing it, because while most of those games don't interest me that much, it would be nice to have them, and the CHDs take up RIDICULOUS amounts of space.

Kinda off topic, but why do all large downloads, (especially Mame and any Torrent, still come in 1.2-1.4 Mb chunks? Does anyone still accually copy the chunks to floppies anymore? Does anybody still have floppies anymore?
And, to get this back on track, Neutopia rocks! Neutopia 1 & 2 are better Zelda games, than half of the real Zelda games.
